UN, India Deepen Cooperation to Tackle Terror Threats from Emerging Technologies

Top United Nations counter-terrorism officials met with a Government of India delegation in New York to discuss joint efforts to combat the use of emerging technologies by terrorist groups, building on commitments made in the 2022 Delhi Declaration.

The meeting involved United Nations Under-Secretary-General Vladimir Voronkov of the Office of Counter-Terrorism (UNOCT) and Assistant Secretary-General Natalia Gherman of the Counter-Terrorism Committee Executive Directorate (CTED). The two sides discussed strategies to counter the misuse of new technologies such as unmanned aerial systems and emerging financial technologies for terrorism-related purposes. These discussions included support for developing non-binding guiding principles with CTED’s assistance.

The UN officials extended condolences to India for the recent terrorist attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 individuals on April 22. In response to the attack, India launched Operation Sindoor on May 7, targeting terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir. The precision strikes reportedly neutralized over 100 terrorists linked to groups such as Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), and Hizbul Mujahideen (HM).

Following India’s strikes, Pakistan retaliated with cross-border shelling and attempted drone incursions, prompting further military action from India that targeted key radar, communication, and airfield infrastructure across Pakistani airbases. A mutual understanding to cease hostilities was reached on May 10.

The UN-India discussions also emphasized continued collaboration in implementing Security Council resolutions and the UN Global Counter-Terrorism Strategy. India’s support for UNOCT-led capacity-building efforts—particularly in areas like cybersecurity, preventing terrorist travel, assisting victims of terrorism, and curbing terror financing—remains a central part of this partnership.
