Rajnath Singh Empowers CDS to Issue Joint Orders for Tri-Service Integration

In a landmark move aimed at modernising and integrating India’s Armed Forces, Defence Minister Rajnath Singh has authorised the Chief of Defence Staff (CDS) and Secretary, Department of Military Affairs (DMA), to issue Joint Instructions and Joint Orders applicable across the Army, Navy, and Air Force.

According to a statement by the Defence Ministry on Tuesday, this represents a significant shift from the earlier system, where orders involving multiple Services were issued separately by each. The new directive seeks to unify and streamline the process, reinforcing cross-Service coordination and eliminating procedural redundancies.

The first such Joint Order, titled ‘Approval, Promulgation and Numbering of Joint Instructions and Joint Orders’, was issued on June 24, 2025. It aims to enhance transparency, boost administrative efficiency, and strengthen inter-Service cooperation.

“This initiative lays the foundation for improved transparency, coordination, and administrative efficiency in the three Services. It also marks the beginning of a new era of jointness and integration, reinforcing the Armed Forces’ unity of purpose in serving the nation,” the Ministry’s statement said.

In a parallel development, Defence Minister Singh will lead the Indian delegation at the Shanghai Cooperation Organisation (SCO) Defence Ministers’ Meeting, scheduled to take place in Qingdao, China, from June 25 to 26.

During the SCO meet, the Defence Ministers are expected to deliberate on regional and global peace and security challenges, counter-terrorism strategies, and enhanced defence cooperation among member states. Rajnath Singh is likely to reiterate India’s commitment to SCO’s principles, advocate for stronger anti-terror efforts, and emphasise the importance of greater regional trade, economic connectivity, and collaboration.
