Lok Sabha to Tackle Key Bills on Manipur GST, Anti-Doping Amendments, and Sports Governance

The Lok Sabha is set for a packed legislative session on Thursday, with the government bringing forward crucial bills and ordinances for discussion and passage, including amendments to the Manipur Goods and Services Tax Ordinance, the National Anti-Doping Act, and a landmark Sports Governance Bill.

According to the list of business released by the Lok Sabha Secretariat, Union Finance Minister Nirmala Sitharaman will begin proceedings by presenting an explanatory statement justifying the need for the immediate promulgation of the Manipur GST (Amendment) Ordinance, 2025. The ordinance was issued to ensure continuity and compliance in GST operations in the northeastern state.

Union Sports Minister Mansukh Mandaviya is scheduled to move amendments to the National Anti-Doping Act, 2022, and introduce the National Sports Governance Bill, 2025. The proposed sports governance legislation seeks to overhaul the country’s sporting ecosystem by focusing on the development and promotion of sports, ensuring welfare for sportspersons, and embedding ethical practices aligned with international standards, including the Olympic and Paralympic Charters.

The bill also proposes a framework for resolving sports-related grievances and disputes through a unified and fair mechanism.

In addition, Union Ports, Shipping and Waterways Minister Sarbananda Sonowal will move the Indian Ports Bill, 2025, aimed at consolidating laws related to port development, enhancing ease of doing business, and enabling integrated and efficient management of India’s extensive coastline.

The bill also proposes the establishment of State Maritime Boards and a Maritime State Development Council to streamline governance and ensure structured growth of the port sector. Key provisions include disaster and pollution management, port security and safety, and the establishment of mechanisms for dispute resolution in port operations.

The legislative push follows a productive Wednesday, during which the Parliament passed two significant maritime bills in a single day—a first for the Ministry of Ports, Shipping and Waterways (MoPSW). Among them was the Merchant Shipping Bill, 2024, aimed at aligning India’s maritime governance with international best practices.

With these developments, the Lok Sabha is expected to make key strides in economic reform, sports policy, port development, and social inclusion in today’s session.
