Global Delegates in Legislative Drafting Programme Meet Haryana Chief Secretary, Emphasise Inclusive Lawmaking

A group of 28 international delegates from 13 countries met Haryana Chief Secretary Anurag Rastogi in Chandigarh as part of the 36th International Training Programme in Legislative Drafting. The participants, hailing from countries such as Cote d’Ivoire, Ecuador, Honduras, Guatemala, Sri Lanka, Mongolia, Myanmar, Niger, Nigeria, Maldives, Tanzania, Zambia, and Zimbabwe, are attending a five-day programme organized in collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE) of the Lok Sabha.

During the interaction, Chief Secretary Rastogi highlighted the significance of inclusive legislative processes, noting that the effectiveness of any law depends on the voices and needs of all stakeholders. “Legislation should reflect the aspirations and emotions of the people it serves,” he said.

Rastogi praised the Indian Constitution as a robust and adaptable legal framework that guides the country’s legislative processes. He also presented each foreign delegate with a copy of the Srimad Bhagavad Gita, referring to it as a timeless text that enshrines the core principle of karma.

The programme, which runs from April 16 to 21, focuses on enhancing legislative drafting capabilities through sessions on advanced techniques, comparative legal systems, and the integration of technology in lawmaking.

Expressing gratitude, Alejandro Nicolas Weisson Nemalceff from Ecuador’s Financial Policy and Regulation Body thanked Indian officials for their hospitality and described the training as a transformative professional and personal experience. “India’s core strength lies in its people, who are loving and warm,” he said.

Course Director KN Chaturvedi, former Secretary of the Legislative Department in the Ministry of Law and Justice, provided an overview of the month-long training initiative. Senior officials including Principal Secretary D Suresh and Special Secretary Aditya Dahiya were also present.

Earlier, Haryana Chief Minister Nayab Singh Saini had emphasized that effective legislation must consider not just legal language but also the broader social and emotional context.
