Congress MP Syed Naseer Hussain Seeks Rajya Sabha Debate on Bihar Voter List Revision

Congress Rajya Sabha MP Syed Naseer Hussain has submitted a notice of motion under Rule 267 seeking suspension of regular business in the Upper House to discuss the Special Intensive Revision (SIR) of electoral rolls in Bihar, ahead of the upcoming Assembly elections.

In his notice to the Rajya Sabha Secretary General, Hussain raised serious concerns over the Election Commission’s voter list revision exercise, alleging it could result in the disenfranchisement of large sections of the poor and marginalized, thereby undermining the fundamental right to vote and the integrity of India’s electoral process.

The notice stated: “That this House suspend Zero Hour and the relevant rules pertaining to Question Hour and other businesses of the day to discuss the concerns arising out of the Election Commission’s Special Intensive Revision (SIR) exercise in Bihar, followed by a plan to conduct a similar exercise nationwide.”

The issue is expected to be a major flashpoint in the Monsoon Session of Parliament, which begins today, with the Opposition INDIA bloc preparing to confront the Centre on multiple fronts, including:

Opposition leaders allege that the timing and scale of the SIR exercise raise questions about transparency and fairness ahead of the elections in Bihar.

Meanwhile, the Election Commission on Friday claimed that 95.92% of Bihar’s 7.89 crore electors have already been covered under the draft electoral rolls. However, around 32.23 lakh enumeration forms—roughly 4.08%—are still pending collection, as per official data.

With rising political tension around the revision exercise, the Congress and other Opposition parties are likely to push for detailed parliamentary discussions and demand safeguards to ensure that no eligible voter is excluded from the final rolls.
