India and Brazil Ink Key Security Pact to Combat Terrorism and Transnational Crime

Among the three major agreements signed, the most significant was the one focused on tackling terrorism and organised crime.

India and Brazil signed a landmark agreement to enhance cooperation in combating international terrorism and transnational organised crime, as part of Prime Minister Narendra Modi’s State Visit to the South American nation, the Ministry of External Affairs (MEA) announced on Tuesday.

Following delegation-level talks between PM Modi and Brazilian President Luiz Inacio Lula da Silva at the Alvorada Palace in Brasilia, the two countries formalised several agreements aimed at deepening bilateral ties across security, energy, digital transformation, and other strategic sectors.

Among the three major agreements signed, the most significant was the one focused on tackling terrorism and organised crime. According to MEA Secretary (East) P. Kumaran, the agreement facilitates real-time or near-real-time intelligence sharing, as well as cooperation on the transfer of criminals and suspects, complementing existing legal frameworks like extradition and mutual legal assistance treaties.

Other Agreements Signed:

  • MoU on Renewable Energy: Focused on advancing clean energy collaboration, including technology transfer and joint research.
  • MoU on Digital Transformation: Aimed at sharing India’s successful large-scale digital solutions with Brazil to support its public digital infrastructure.

Kumaran further revealed that three more MoUs are scheduled to be signed shortly, covering:

  • Agricultural Research: To promote collaboration between research institutions.
  • Intellectual Property Cooperation
  • Exchange and Mutual Protection of Classified Information

During the bilateral talks, PM Modi thanked President Lula for Brazil’s firm condemnation of the April 22 Pahalgam terror attack, which killed 26 Indian citizens. Modi reaffirmed India’s unwavering stance against terrorism in all its forms and acknowledged President Lula’s solidarity with India.

In a joint press statement, PM Modi reiterated that India and Brazil share a common zero-tolerance approach to terrorism and denounced any form of double standards in tackling global terror.

“We strongly oppose both terrorism and those who support it. All disputes must be resolved through dialogue and diplomacy,” PM Modi said, highlighting the shared commitment of both countries to global peace and security.

The signing of the anti-terror pact underscores India and Brazil’s evolving strategic partnership, which was further strengthened during Modi’s participation in the 17th BRICS Summit in Rio de Janeiro and his bilateral engagements with President Lula and other global leaders.

PM Modi’s visit marks a deepening of ties between the two democracies, with shared priorities on security, sustainable development, digital innovation, and a stronger voice for the Global South on the world stage.
