Jaishankar Meets Russian FM Lavrov at BRICS Summit; PM Modi Calls for Unified Global Action Against Terrorism

The two ministers last met in February in Johannesburg, where they discussed progress in India-Russia cooperation across various sectors.

External Affairs Minister S. Jaishankar met with his Russian counterpart, Sergey Lavrov, on the sidelines of the 17th BRICS Summit in Rio de Janeiro on Sunday, continuing high-level bilateral engagements between India and Russia.

The Russian Ministry of Foreign Affairs confirmed the meeting in a post on X, stating: “Russia’s Foreign Minister Sergey Lavrov and Minister of External Affairs of India @DrSJaishankar hold a meeting on the sidelines of the XVII #BRICS Summit. Rio de Janeiro, July 6.”

The two ministers last met in February in Johannesburg, where they discussed progress in India-Russia cooperation across various sectors.

The summit, hosted by Brazil, brought together leaders from the five founding BRICS nations — Brazil, Russia, India, China, and South Africa — along with newly inducted members Egypt, Ethiopia, Iran, the UAE, and Indonesia.

At the summit’s session on Peace and Security, Prime Minister Narendra Modi strongly condemned terrorism and emphasized the need for a principled, not selective, approach in fighting it. Referring to the April 22 terrorist attack in Pahalgam, Jammu and Kashmir — which left 26 people dead — the Prime Minister said the incident was an attack on India’s soul and a blow to humanity at large.

“Terrorism is the most serious challenge facing humanity today,” Modi stated. “Condemning terrorism should be our principle, not just a matter of convenience. If we assess attacks based on where they occur or whom they target, it is a betrayal of humanity.”

He thanked BRICS member nations for their solidarity following the Pahalgam attack and reiterated India’s stance on zero tolerance for terrorism, along with its commitment to diplomacy and dialogue in resolving global conflicts.

Addressing the session on Peace, Security, and Reform of Global Governance, Modi also underscored the urgent need to reform outdated international institutions to reflect 21st-century realities and ensure that the voices of the Global South are adequately represented.

The Prime Minister welcomed Indonesia as a new member of BRICS and highlighted the bloc’s expansion as a sign of adaptability and commitment to inclusive multilateralism.
