The United States has concluded expert-level discussions with delegations from Russia and Ukraine in Riyadh, Saudi Arabia, held from March 23 to 25. These meetings, facilitated by Washington, followed high-level talks between US President Donald J. Trump, Russian President Vladimir Putin, and Ukrainian President Volodymyr Zelenskyy, according to a White House press release.

The discussions focused on strengthening Black Sea security, safeguarding commercial maritime activity, protecting energy infrastructure, and fostering broader diplomatic efforts to achieve lasting peace. The negotiations reaffirmed Washington’s ongoing diplomatic engagement in the Russia-Ukraine conflict and its commitment to regional stability.

During talks with the Russian delegation, both nations reached agreements to ensure safe navigation in the Black Sea, prevent the militarization of commercial vessels, and eliminate the use of force in maritime operations. Additionally, the United States pledged assistance to Russia in restoring access to global markets for agricultural and fertilizer exports, with measures to reduce maritime insurance costs and improve access to ports and payment systems.

Both rounds of negotiations reinforced a shared commitment to long-term regional stability. The United States reiterated President Trump’s directive that ending hostilities in the Russia-Ukraine conflict is essential for achieving a lasting peace settlement.
